This action effectively governed much external business within limits while still allowing full participation in government proceedings both intra-townward (e.g., zoning code revision) and intertownward (elections). Franklins first mayor was William Pugh; he served from 1915 until his death in 1930s AD; during his term there were three other mayors including Elmer Hite who served from 1934 until 1949 before becoming Mayor pro tempore again following John Dyer's re-election victory in 1951; finally after Hite's death again another election resulted with Floyd Bovell becoming mayor effective January 1st 1959 following James Ligon's resignation due to health reasons
