These works served as artillery batteries that could be pulled upriver for use against enemy positions while also protecting settlements located around Forts Motte from raids by Canadian troops garrisoned at nearby Vincennes Barracks.. In 1830s attention turned towards downtown Indianapolis when plans were made to build an expensive new courthouse and other public buildings within blocks northeast of where today’s Statehouse stands The Panic Of 1837 led toa reduced focus on Ft Washington but saw continued growth in Downtown Indy During this time period too much growth caused problems such as improper planning leading to lack or late execution of projects such as Market Street Bridge replacement project (completed before 1840) which resulted in severe flooding which destroyed nearly half mile (800 ft) long section between Elmwood Avenue & Wabash Avenue . Reconstruction began immediately following wagons carrying coal down Market Street during very heavy rainstorm on November 15th 1840; work stopped due noontime when high water reached canal level
