On November 11, 1871, Mayor John Pussey designated EasternChicago's eastern section as "the Black North" because African Americans had not been allowed into white neighborhoods within Michigan Territory at that time. In 1892–93 a fire destroyed most of downtown East Chicago but did not touch EasternChicago's black community which continued to function relatively unimpeded despite extensive damage caused by arson throughout most of 1893–94; this event is generally considered one of Chicagos earliest examples of race-based discrimination against African Americans In 1907–08 mayor George Hynes proposed annexing all or almost all of Hammonds Harbor Township (northwest side) due to increasing social problems there characterized as disorderly conduct (particularly gambling) by ethnic Germans living there; however this proposal never came about On February 3rd 1908 Mayor Hynes announced he would close all public schools in order for parents with children attending private schools in those Schools be able to do so without worrying about being embarrassed or having their parents caught up in political embarrassment This action effectively closed down most public education opportunities for African American children living within reachof those schools – any future attempts by African American parents to send their children there were met with resistance from many educators who felt these closures would only lead to further integration into white society through educational access
