On December 4th of that year, Sheehan resigned from office due to ill health and assistant City Manager Wm. Ahern took over as Mayor effective January 1st 1917 until he too resigned on February 24th for health reasons related to an operation he had just undergone at Memorial Hospital in Marion County.. On July 13th 1921 an ordinance creating "the East Side Business Improvement District" (ESBID) passed with votes of both houses of the Indiana General Assembly and became effective immediately without further action by either house; ESBID would remain an unincorporated area within the city limits up until its annexation into South Bend by South Bend Township on December 5th 1965 pursuant to a referendum held by citizens thereof specifically authorizing annexation under § 3-1-19(a) of the same code.. In 1927–28 there were several fires that burned throughout much of what is now downtown EastChicago; most notably “the Great Fire” which started about 10:30 PM Saturday night near State and Erie Streets south side – quickly destroying whole blocks including Dearborn Street between Michigan Avenue and State Street - leaving over 100 businesses loss or damage - this being one fire that has been estimated at $150 million dollars worth before restoration costs have even been determined ..
