Carmel is a town in and the county seat of Carmel Township, in White County, Indiana. The population was 7,839 at the 2010 census. It is part of the Indianapolis metropolitan area. The first permanent settler in Carmel was David Levy who moved to what is now Carmel from Athens, Ohio on December 3, 1817. David Levy's brother-in-law, Solomon Gregg built a log cabin on what became known as "the Gregg farm", west of present day Main Street. In 1819, David Levy's young son Jacob Levy came down from Cincinnati with his father to purchase the Gregg farm from Solomon Gregg for $360 cash. On October 8, 1821, Jacob Levy married Rebecca Thorburne and took over ownership of the farm from his father. RebeccaThorburne died childless in 1825 and Jacob Levy married her sister Lydia Miller that year also becoming owner of the land south of where he currently sits on Second Street between Third and Fourth Streets.� In 1827–28 (or 1830), Presbyterian Minister John Rankin organized a group of ministers to come up with plans for a new church or "station" in Carmel after observing an Indian trading post near Evansville.� Rankin convinced Judge Hiram Pogue to allow him to build a Gothic Revival style church on land which he had purchased east of Thompson Road.� The cornerstone was laid by Rufus Knox on November 15th 1830 just before Thanksgiving Day.� After years of construction and numerous changes in location due to fire suppression issues (the first church burned down in 1860) but despite several attempts by Rankin to sell shares among his congregation it remained only an occasional meeting place until it was appropriated by local government under state law as part of Indiana's public school system.� As early as 1840 there were about thirty families living in Carmel including twenty members of Leviage family which continued until 1865 when all males between 25 and 54 were required to migrate westward into Iowa Territory during this time period called "the Great Migration". One female member remaining returned home within two months after being transported all the way across country courtesy wagon train from Decatur Heights� On February 9th 1861 while Union troops were guarding Fort Wayne against Confederate attack they discovered cannonballs flying out through windows onto Market Square across from City Hall where they soon found out that bakery proprietor Elijah Hawkins had been firing cannons off his roof into their business during long hours while storekeepers slept� A group led by Captain Isaac Hanks marched up stairs after midnight demanding Hawksy give back his weapons while 800 men surrounded him � He surrendered without any words or violence � Theroprietor Elijah Hawkins thereafter served six months jail time with hard labor followed by one year probationary confinement at Howard Barracks before being released� When General Pierce arrived at Fort Dearborn he ordered Chief Justice Edward Muhlenberg orders military courts martial for those guilty enough (Hawkins included)of disobeying superior officers��� Priorities changed however when General Ambrose Burnside reached Indianapolis so Colonel Nathan Hale recommendedagainst using such types jurisdiction given Major Generals James Shields adjoining area�� This eventually ledto abolitionof state militia forces altogether within seven years resulting in over 6000 arrests & trials including 1000 executions���� Most people convicted today serving more than 5 years prison time still awaiting sentence are not actually criminals though some have reoffense rates above 100%
