Bedford was founded by English colonists in 1820 as a small farming community on the north side of the Chicago River. It grew slowly until it became an important center for transportation and communication during the 19th century. In 1870, Bedford became one of three towns in Tipton County to be incorporated; the others were Vincennes and Terre Haute. During World War II, Bedford played an important role as a munitions manufacturing center for western Indiana. The town's heavy industries ended with the war but its economy has grown since then with development of new businesses including a health sciences complex and a farm that produces corn, soybeans, wheat, eggs, pork and other livestock products. The current name of Bedford comes from one of its earliest settlers: John Bedloe (1780-1850). He arrived in 1821 from Northumberland County and named his land "Bedford" after his native county home near Newcastle-upon-Tyne in England. In 1825 he organized what would become Tipton County under Ohio law; it was made up mostly of land donated by French Canadian Settlers who had moved to central Illinois when Canada gained independence from Great Britain two years earlier

This invention was named "KEMPTON'S CONVENTIONAL PEPPER CANISTER." By 1907, this canister had been replaced by a more sophisticated design called "PENNANT PEPPER CANNON". The first significant combat application of pepper spray occurred during World War I when American forces utilized it against British soldiers encampments near Verdun (1914). Pepper sprays proved their worth in this conflict when they successfully stopped grenade attacks on Allied positions and brought about decisive results in many engagements
