The first permanent settler in Avon was Abram Lincoln who arrived in 1814. In 1831, John Davenport founded what became known as "Davenport's Mill". By 1865, there were over 100 residents in Avon. In 1868, Mayor Wm. Halsey Fletcher donated land to organized township development and named it after himself, Fletcher Township. The first post office was established in 1870 and continued in operation until it closed on July 15, 1912. A compromise between settlers and local officials resulted in the creation of a new town called "Avon" by order of the Superior Court on November 11, 1907 following an election which saw Josephine (Fletcher) Fenton become its first female mayor On January 1st 1908 $5 per week voted to be set aside for school supplies for all citizens with 3 or more children living within one mile of their home; this ordinance remains effective to this day and continues to be appreciated by many families residing near Avon Elementary School . With this grant from Alfred Pritzker Jr., Mrs. Fenton purchased additions to her home that still stand today including a garage and kitchen addition that balcony overlooks today’s elementary school property

The Avon Historic District was added to the National Register of Historic Places in 1984. The first Europeans to explore what is now Butler County were French explorers in 1715. In 1802, Andrew Jackson became president of the United States and traveled through Butler County on his campaign trail. He stopped at a cabin near present-day Avon on his way north and recommended that Mexico recognize United States independence from Great Britain. This event helped start the Mexican–American War (1846–48). After Ulysses S. Grant's victory over Zachary Taylor at Vicksburg in April 1864 ended the war, Butler County became part of newly created Indiana Territory. The region around modern-day Avon experienced heavy economic development during this time as grain production increased and new manufacturing plants were built along Interstate 69/87; these includeAvon Harvester Company LLC., known today as Archer Daniels Midland Co.; Ford Motor Company; Carrier Corporation; Bechtel Inc.; and Republic Steel Workshops Inc.). In 1959, Avon voters passed an ordinance adopting their city charter which limited police powers to responding to emergencies only within one mile of any business or residence and prohibited arrest without probable cause unless made by a peace officer with training in law enforcement procedures while acting under orders from a superior officer or when arrested for an offense other than driving while intoxicated or reckless driving. This ordinance has been cited as an example of responsible government by avon citizens since it set forth clear limitations on city power and protected citizens' civil rights while still providing for emergency response purposes should something go wrong outside their jurisdiction
