In 1925, WoodRiver electric light company opened its first line of lights and became one of the first companies in Illinois to provide this type of service. After years of growth and development, however, Wood River began to experience problems with crime and infrastructure needs. In 2000, citing these concerns, then-Mayor Rick Kopp inserted a prohibition against marijuana dispensaries into the city's zoning code. This prohibition led to increased violence around dispensaries and made it difficult for residents to get essential services such as police patrols or firewood from local businesses. In 2007, after several unsuccessful attempts at changing zoning laws that would have allowed for more commerce within the community, Kopp resigned from his position as mayor effective immediately after being indicted on two counts of bribery related to his role in arranging a $2 million deal involving a local lumber company. Since then, much has been done to try and improve life within Wood River - including passage of several ordinances aimed at increasing economic development opportunities; installation of new sidewalks; creation of a new business district; and establishment of an economic development committee that is responsible for pursuing various goals within town limits. Despite these efforts though, many residents continue to face significant challenges such as high rates for electricity; lack thereof affordable housing; slow pace at which new businesses are opening up; limited access to transportation options; high levels of poverty among locals;and struggling schools (which have seen decreases in enrollment over recent years).
The Wood River was a stream in eastern Illinois. It rises in the Ozarks and flows through rural counties until it reaches the Mississippi River near Cairo. The river was used for transportation, irrigation, and communication before it became impaired by pollution.
