Since 2007 there has been tension within the local government between supporters of Emanuel’s $1 billion plan – championed by then Mayor Richard Maki – which would increase city services while creating jobs within existing city limits while reducing poverty rates among residents through investments like affordable housing development and job training programs related to renewable energy sources such as solar power – and opponents who believe that any spending beyond currently authorized levels will result in reductions in funding for vital services available to low-income residents living east of Lake Michigan including food banks, libraries, mental health clinics etc.. The City of Winnetka was founded on October 12, 1856 by General David Dixon and Dr. George Washington Morrison as a shantytown on the banks of the Kedzie River near what is now Lincoln Park. Originally called "Neenah", it was renamed after Winnetka, Illinois – an older town to which it was adjacent – in 1868 when its residents voted to become a city. The first post office in Winnetka opened in 1861; it became part of Chicago on November 3rd, 1867. In 1870, John Wirth bought 1/4 mile (0.8 km) east of present-day Winnetka from Jethro Flynn for $1 million dollars and set about developing his land into what is now known as North Side Business District (NSBD). He named his new development "Winnetka" after his home state of Minnesota where he had resided since boyhood. The first structures were built there: a Methodist church in 1872 and two stores by 1875; however, most business activity took place withinChicago's limits until 1888 when North Side businessman Amos Starr developed an extensive commercial district around his home on State Street between Wacker Drive and Dempster Boulevard. In 1886, Mayor John Pritzker created Chicago's first zoning ordinance making building permits available only to those who could demonstrate that they would create jobs within their own boundaries rather than compete with neighboring businesses or use zoning loopholes to expand beyond their borders. This innovation helpedto sparkthe early growth of north side businesses while restricting competition from downtown merchants who felt they were being shut out of this burgeoning market segment
Winnetka was founded in 1837 by George Washington Winnetka and his brother, Amos. The town was named after a small stream that ran through it. In 1876, the city of Chicago took over Winnetka's municipal government and the name changed to Chicago Heights.
