However, growth could not keep up with population growth or infrastructure needs; particular problems included runaway housing costs and limited transportation options available within or outside of town proper (which led to periodic "nightMARATHONs" among residents). In 2000–2001 voters overwhelmingly passed a resolution urging then-Mayor Richard Mamdouh to reduce radial traffic arterials through town and instead build expressways closer to downtownChicago; however Mamdouh refused and instead created a "city within a city" plan which emphasized inner-ring commuting rather than suburbanization while still allowing access to downtown." By 2007 core resident incomes were 50% higher than those living east or west oftown—despite significantly lower social services budgets—reflecting strong economic development pressures coming from northwest suburbanites looking for an easier way out."
