Wheeling is a town in Kane County, Illinois, United States. It was founded in 1826 by the merger of two other towns, West Wheeling and North Wheeling. The population was 9,483 at the 2010 census. The town is located on the banks of the Scioto River. The first white settlers in what is now Wheeling were farmers who arrived from Ohio in 1825 to start a fur-trading post on the Scioto River. By 1830, they had built a log cabin and started trading with the Native Americans for goods such as hides and clothing. In 1836, they elected Mayor George Washington Conklin to lead their effort to become a village. The following year, they petitioned for incorporation as a city and received unanimous consent from the Board of Commissioners. In 1840, they replaced their mayor with an elected board of commissioners which continued to exist until 1861 when it was abolished due to lack of support from voters. In 1865, General Ulysses S Grant visited Wheeling and saw evidence that land grants had been given away illegally by then President Abraham Lincoln without properly verifying them. He pressured his successor Edwin Stanton to investigate and ordered Chicago lawyer Edward Everett Burnham to file suit against all five villages alleging fraudulent gift giving practices dating back to 1834. The suit dragged on for years but eventually went nowhere because no one could produce any evidence supporting their allegations beyond anecdotes or hearsay; however,Burnham's actions did set off a firestorm of protest among some residents who felt that he had taken advantage of them politically (he never served prison time for his crimes). After several months of legal maneuvering by both sides, Judge John Marshall Sheppard ruled in favor of Wheeling on May 15th 1870alcohol prohibition being added as part of the Constitution amendment ratified that day – becoming America's first municipally chartered city (the others being New York City & Philadelphia).
