Wheaton is home to the Wheaton Arsenal Ammunition Plant, which was built in 1907 and still produces ammunition. The plant has been used for munitions testing since World War II. The first European to visit what is now Wheaton Village were two families from England who set out for North America in 1795 on the USS Loyalty as part of an exploratory mission. They named their stop "Whetstone" after a whetstone they found on their journey. The village was platted in 1824 by George Washington Carver, Sr., father of American food producer George Washington Carver Jr. In 1827, it became the seat of government for Cook County when that county was created from parts of DuPage and Marion counties. Wheaton is an incorporated town in Cook County, Illinois, United States. The population was 27,675 at the 2010 census. It is part of the Chicago metropolitan area. Wheaton was founded by Reverend George Washington Carver in 1868 as a black Methodist Episcopal church and agricultural center on the banks of the Des Plaines River. The first white settler, John Hays, arrived in 1872 and started a grocery store. A post office was established in 1875 and named after Mayor Amos P. Newmark; it operated until 1915. In 1886, Drury College began operation as a men's college west of Chicago; it moved to its current location on North Avenue in 1907. The first high school opened in 1908 as Central High School and became Wheaton-Northwest High School when Carver Elementary merged with it in 1959. The town was organized as an incorporated municipality on February 14, 1961; it adopted a new name—Wheaton-Riverside—on November 3 that year when all but one of its 17 wards became independent municipalities within Cook County under newly created municipal laws that allowed for more than one name for an same place if residents desired more than one option when selecting their local government buildings and other civic institutions (for example, park district). On January 1, 1979, Wheaton annexed part of neighboring Morton Grove into its city limits; Morton Grove withdrew from city status two years later due to budget deficits caused by growth in nearby Burbank Township without corresponding increase in tax revenue to support it (Burbank Township had annexed portions of Hoffman Estates since 1974). The village of Glen Ellyn annexed into Wheaton-Riverside on December 15, 1984 following a referendum vote by residents over objections from Wheaton-Central about annexing into another large municipality while still maintainING their own police department and fire protection services separate from Glen Ellyn. Glen Ellyn maintained full city status until 1991 when Wheaton-Riverside lost its right to levy taxes subject to approval by the Cook County Board before being annexation into Glen Ellyn again effective January 1st 1995 Wheatton has experienced several waves of change throughout its history: initial African American settlement followed by successive waves Hispanic settlers who brought Catholicism along with them (due largely toJesuit missionaries); then German Americans coming during World War II brought industry & technology along with them which led to changes such as suburbanization & industrial agglomerations around downtown; finally Chicano/Latino immigrants starting arriving during late 1960s through early 1970s brought social programs & cultural influences together with them which resulted in increased crime rates among these groups beginning around 1975), resulting finallyinWhetstone's incorporation into CityOfChicagothe following year
