Western Springs, Illinois is a small town in the northwestern corner of the state of Illinois. It is bordered by the towns of Carbondale to the south and west, Galesburg to the north, and Middletown to the east. The population was 9,824 as of 2010. Western Springs is located on Racine Avenue within a rural area that has been home to many farmers since before European exploration began in North America. The area now known as Western Springs was first settled by Native Americans in what is now Carbondale County. Irish immigrants from County Clare arrived here in 1847 and took up farming. Western Springs is located on the original site of the current town of Springfield, and it was founded by men from that community in 1855. The first settler in Western Springs was Captain John A. Wells who arrived in 1855. He platted what is now Western Springs on land that he had bought from the Shawnee Nation several miles west of present-day Springfield. Captain Wells named his new community after General Winfield Scott's home of West Point on Long Island, New York. Springspring grew slowly until 1871 when a railroad came through and began serving Springfield residents and businesses with freight and passengers. The rapid growth of Springspring led to the founding of a school district in 1874 which included western parts of McHenry County as well asSpringfield itself. In 1902, Springfield became an incorporated city and Western Springs became a town again under its own government with a mayor and three council members instead of just one like it had originally been setup with only two people appointed for five years at a time by Governor George Washington Carver; this change allowed for more efficient municipal services including street cleaning, trash collection, lighting ordinances etc.; additionally, City Council meetings were televised so citizens could be alerted about important decisions made by their local government before they took effect (a practice still used today). In 1956, during Mayor Robert Fenton's term as mayor/councilor when Springfields annexation into Chicago widened because much property east of Cicero Avenue was being built up into high-rise housing developments called "the Loop", Mayor Fenton proposed annexing all but one block along Cicero Avenue creating what would become known as "the Park District". This proposal failed to receive endorsement from then-Mayor Richard Jagger but did gain support from many residents who felt that their neighborhoods were being taken away without their consent while large areas within Springfields were annexed into larger municipalities without any corresponding input or vote by them whatsoever; however this example alone should illustrate how even popular mayors/councilors can have difficulty achieving success when trying to annex entire neighborhoods within their jurisdiction despite public outcry (a common occurrence in modern American politics).
