Westchester was once a part of the Kingdom of Hungary. It was annexation by the United States in 1812 and became an incorporated town in 1821. The population increased rapidly due to mass immigration from Eastern Europe during the early 19th century. The new arrivals brought their own culture, language, and religions with them. Some of these immigrants founded their own businesses and schools, which helped Westchester become one of the most diverse communities in the United States. During World War II, Westchester played a major role in the war effort as a base for American forces fighting against Nazi Germany. The town's factories produced munitions and other military items. After the war, Westchester experienced rapid growth thanks to its status as a suburb of Chicago. However, many residents decided to leave after experiencing high levels of poverty and crime. Today, there are only a few thousand residents living in Westchester proper while most of the town is covered by nearby suburbs that have similar demographics and services.

The town of Westchester was founded in 1811 by Major General James K. Polk and the town's first Mayor, Isaac Norris, was the son of a whitesmith. The first post office in Westchester was established in 1812. In 1818, the Illinois legislature created a county within that state for Westchester residents. The county government relocated from overlying Cook County to Westchester in 1830. In 1861, the Union Army invaded neighboring Indiana and Ohio, seeking to expand their territory; as a result, much of Iowa and Illinois were lost to the Confederacy. Withdrawing troops from those states left Westchester with limited resources and no opportunity for development. However, some small businesses managed to survive during this time; one such business is said to have been "the only dry goods store in all of western Iowa." Despite these challenges, many local entrepreneurs continue to contribute to the village's growth throughout its history. In 1932, when President Franklin D. Roosevelt ordered federal regulations limiting travel into New York City because of World War II bombings there (a principal cause ofWestchester's economic decline), most business owners chose not to relocate their stores out of state but instead opened new locations within New York City itself - some as close as Fifth Avenue or Midtown Manhattan - choosing instead To preserve continued trade with New Yorkers who supported Roosevelt politically at a time when many people felt disloyalty towards him due to his wartime activities elsewhere
