In 1814, after repeated raids on Ulysses S Grant's supply depot at Vandalia on the White River near Bloomington (now Indianapolis), General Order No 1 was issued ordering all men between 20 and 50 years old not to carry arms within five miles of any fort or post without express written consent from their commanding officer. This order applied specifically to soldiers at Fort Dearborn because it was thought that they could be used as hostages or bargaining chips against future raiding parties by Indian groups operating within five miles of that fort).
