On July 15th, 1907 - during an election campaign - Mayor George Prentice delivered his inaugural address speaking about Progressivism: "It has been my firm belief that progress can only come through community effort and that those who help build it are just as much responsible for its accomplishment as those who take part in its actual construction." This statement helped promote WestChicago's reputation as one of America's most progressive villages and helped spur development around the village center over ensuing years including setting up businesses such as insurance companies and real estate firms; opening Russell Street Elementary School; enlarging South Side High School; and creating new civic institutions like the Lake County Republican Party Committee and American Legion Post #1
