Waukegan, Illinois is a city in Cook County, Illinois, United States. The population was 508 at the 2000 census. It is the second most populous city in Cook County and is the seat of Waukegan Township. The city was founded on October 6, 1847 by General George Washington Smith and his assistants as a small village named Wauconda on the north side of Chicago. It name was changed to Waukegan in 1879 after its incorporation into the City of Chicago. On October 26, 1907, it became an incorporated municipality with a population of over 1,500 people. The first settler in what is now Waukegan was John Cockerill who arrived on July 3, 1814 from Massachusetts via the Stage coach route from Springfield-Peoria-Chicago. He built a cabin near where he settled and named his land "Cockerill's Prairie" (now Dempster Road). In 1834 Cockerill sold his land to Benjamin Waterman for $1 per acre. A year later Waterman mortgaged his land to Nicholas Weingarten for $2 per acre and then sold it to Joseph Kapp for $5 per acre. In 1840 Kapp erected a log cabin on what is now Dempster Road which served as the first school house in what is now Waukegan Township. That same year also saw first public efforts to form a village when three men - George Washington Smith (the father of General George Washington Smith who founded Wauconda), Samuel Morse and Mackenzie Johnson - met at Jefferson Place to discuss forming a village based on their observations about how easy it would be for farmers to move into downtown Chicago so that they could trade goods with those living thereabouts. They decided that this villages should be called 'Wauconda'. However due process issues kept them from incorporating until 1847 when they did so under new names of 'Waukegan' & 'Wauconda Township'. The township formed from parts of Cook County on March 14th1879 when all but one ward were added with rural areas becoming part of Oak Lawn & North Glenview while downtown & southside were annexed by Chicago (& later still again by Evanston) creating one large municipality with an estimated population then around 2,000 people including 300 businesses operating out of 400 blocks within its boundaries! By 1890 only 150 people lived inside its original borders while 350+ businesses dotted every block within its boundaries! And yet today as we write there are over 500 residents employed herein full time or part timevirtually% all within just 12 square blocks or less than half any corner block within our borders! In 1916 Mayor John Jervis dedicated LaSalle Street between First and Second Avenues Congregational Church right outside present day Municipal building ribbon cutting ceremony taking place prior thereto followed by formal opening ceremonies conducted outdoors following invitation extended by Mrs Harry Laughlin DBE Mayor 1920 thru 1933
