Waukegan is a city in Illinois, United States. The population was 23,651 at the 2010 census. It is the third-largest city in Chicago and the second-largest city in Cook County after Chicago. The first permanent European settlers in what is now Waukegan were French traders who arrived on horseback from Quebec City on July 14, 1763, during the Seven Years' War. In 1834, Abraham Lincoln was elected president of the United States and his policies were based in large part on his belief that democracy required American citizens to be able to voice their opinions freely. One key plank of Lincoln's platform was to promote education for all Americans through providing free public education through school districts managed by elected officials (a concept later called "territorial representation"). To this end he proposed creating an independent school district within Cook County which would be governed by a board composed primarily of white residents (i.e., landowners). In response to this proposal, local business interests lobbied hard against it and conditions deteriorated between white and black residents until violence erupted in 1838 when three African Americans were roughed up by whites while working as sweepers outside a store operated by Irish immigrant John Quinn near State Street and North Avenue
