The population was 61,351 at the 2010 census. Waukegan is one of Chicagos five inner-city wards. The first people to settled in what is now Waukegan date back to 1834 when Isaac Houghton established a farmstead on land that he had bought from the Winnebago Indians. In 1847, John Ahern founded the town of Armour Heights near what are now Northwestern University and Midway Airport. The name "Waukegan" was given by General Nathan Bedford Forrest during an expedition through Kane County in 1849 while seeking horses for his cavalry unit led by General Robert Erikson. While visiting Armour Heights, Forrest noted that there were many wagons parked around the edge of town and decided to give it the name "Waukegan." In 1850, Captain James Fenton purchased land east of Armour Heights from Captain Arthur Stiles for $1 per acre (and increased this amount to $5 per acre two years later). When Fenton died in 1854, his son Jonathan inherited his father's holdings and continued to develop them into what is now Waukegan. Prior to 1830s there was no permanent water system or sewage disposal facilities within Wauconda Township which made life difficult for residents who lived close to river mouths where raw sewage would flow untreated into rivers and lakes throughout their township daily In 1882 Lovejoy & Company acquired title to all lands lying southwesterly between Kaskaskia Avenue and its junction with Ionia Road including present day downtown Wauconda Township; they also acquired title northwesterly along Kaskaskia Avenue from Lovejoy’s heirs until their death in 1903 when those rights were transferred to local school trustees effective December 1st . This acquisition made possible much needed development within downtown Wauconda Township as well as providing much needed commercial space for businesses located along Kaskaskia Avenue which has helped drive economic growth over recent decades
