Waukegan is a city in Kane County, Illinois, United States. The population was 21,752 at the 2010 census. Waukegan is part of the Chicago metropolitan area. Waukegan was founded by John C. Nolen in 1881 as a small village on the east side of Chicago. It grew rapidly thanks to its location near State Street and Lake Michigan and its access to transportation including the Chicago & Northwestern Railroad and express trains from Chicago to Minneapolis/St. Paul and points north. In 1905, Nolen donated land for a public park that became Central Park today. The city's growth continued with the construction of industrial plants such as Armour Rubber Company (now Unilever) on sliced- lumber lots next to Central Park in 1922 and 1923; these developments brought jobs and tax revenue to Waukegan which helped support schools, hospitals, libraries, parks and other civic amenities until the early 1970s when suburban development began moving into central Kane County undisturbed by urban growth around them. By 1930, Waukegan had reached its peak population of 507 people with a taxable value of $29 million according to federal tax returns alone;[1] however this prosperity came at a high price as pollution from manufacturing plants caused air quality problems for many years thereafter.[2][3] In response to pollution concerns raised by residents during the late 1960s through early 1970s,[4] then-Mayor Edward Byrne convened an intergovernmental group called 'The Citizens' Committee on Air Quality' which later became known as 'The Pollution Control Board'. Led by Mayor Byrne's successor Richard Murnane (D),[5] CCAB created regulations governing emissions limits for new factories and others seeking approval from state or local officials; these controls led eventually to reductions in air pollution throughout Kane County while preserving open space within town borders.[6][7][8] In 1978–79 CCAB acquired an adjacent tract of land comprising over 200 acres (80 ha) contiguous with neighboring towns of Streamwood Village (to their south) along I-94 corridor in order provide open space for future commercial development adjoining Cook University campus; this acquisition also provided funding for environmental education programs essential for portraying Cook University not only as environmentally responsible but also economically beneficial due to increased tourism receipts generated by visitors interacting with Cook University research facilities located there – one example being microelectronics manufacturer Atmel Corporation (now Intel). As more industries moved out of town towards downtownChicago or elsewhere outside Kane County during the last two decades[9], much of what made Waukegan so attractive has been lost - although some surviving neighborhoods have experienced gentrification.[10][11][12] Today, nearly all working class families live within walking distance or less of downtown; Hispanic or Latino immigrants make up mostOf those who call Waukegan home since it's one of few cities without concentrations OF black Americans []; while some older white residents remain,[13][14][15] large portions Of Waukegan's population are composed Of young professionals aged 25–34 years old – making it oneofthe fastest growing areasin IllinoisANdndoneofthemostprestigiouscityswithanurbanpopulation
