Waukegan, Illinois is a city located in Cook County, Illinois. The population was 97,869 at the 2010 census. It is the third-largest city in Cook County after Chicago and Rockford. Waukegan is named for General James Waukesha, who fought in the Mexican-American War and was rewarded with an appointment as military governor of Illinois. In 1847, Waukegan became the capital of what would become Illinois. The first white settler in the area was John Bigelow, who arrived from New York in 1836. By 1840, there were around 50 settlers living in what is now Waukegan. In 1850, a group of entrepreneurs led by George Hohl purchased land near present day UIUC and founded the Chicago Manufacturing Company to start manufacturing goods for shipment to eastern markets. The company grew rapidly and by 1870 had manufactured over 1 million items including clocks, mirrors, firearms and other products. By 1880 it had expanded into a comprehensive wholesale commerce enterprise which employed around 2200 people across eight factories on DuPage Avenue in downtown Chicago alone. In 1892–93 General Electric began construction of one of its largest electric generating plants within sight of UIUC; this plant would later become known as GE's North Side Plant (now demolished). With advances in transportation and communication technology during the early 20th century such as radiofrequency broadcasting and television development (the world's first commercial network), assembly line production methods began to gain ground throughout manufacturing sectors both domestically and internationally; thisled to increased competition among American manufacturers for overseas market share; ultimately leading to mass layoffs within certain industries during World War II when wartime demand plummeted
In 1847, the first post office in Waukegan was established. By 1865, Waukegan had a population of over 100 people. In 1893, the first Masonic Lodge in Illinois was founded in Waukegan. The city's growth continued as businesses and houses were constructed along State Street and North Avenue. In 1924, the Chicago Park District was formed and Waukegan became one of its charter members. The city also played a major role in the founding of Northwestern University in 1933 and the Chicago Teachers Union in 1936. In 1954, Waukegan became home to the first municipal court in Illinois and continues to serve this purpose today.
