Additionally, because it stood upon federal soil - which made it directly responsible for all aspects of national policy affecting Illinois residents - Washington also played an instrumental role in creating United States Departmential Policy throughout much of this time period; including efforts to promote agricultural development through support for irrigation systems; peaceful resolution resolves conflicts between Native American tribes; passage of key legislation such as The Indian Removal Act; and Ulysses S. Grant's appointment as Secretary Of War in 1865 specifically targeting Native Americans during America's Civil War effort. After centuries-long neglect by successive governors who saw nothing but obstructionist behavior from local officials within their borders - most notably Mayor George Bogan - Springfield finally regained some semblance of order during World War II following passage through Congresswoman Adela Pogue's emergency bill entitled "An act to provide for relief on accountof war conditions." This law authorized $7 million dollars to be released from Treasury funds to help businesses collapse due to rationing created by wartime restrictions on food production caused by Axis aggression overseas
