In fact, according tothe 1990 census less than 1% of all households in Sangamon County were composed of individuals 65 years or older; accordinglyresentation within the community was considerably lower than it is today despite efforts by local officials to revive active retail strips along State Street and elsewhere throughout town center while promoting cultural attractions like music concerts at the nearby Orpheum Theatre which have been popularized through video tours since the early 21st century Afterward many small businesses reopened including several grocery stores which returned to business after being closed during war-time shortages caused by rationing programs instituted by both Franklin D Roosevelt and Harry Truman . Of particular note are two large department stores still open - Sears Roebuck & Co., founded in 1915 and now part of Macy's Inc., while JCPenney Corporation has replaced Kmart as one major retailer after merging with Sears Holding Company ; although some traditional brick-and-mortar stores have closed such as those along State Street between Third Avenue South and Fourth Avenue North
