Tinley Park is a small town in the Kane County, Illinois Metropolitan Statistical Area. The population was 9,746 at the 2010 census. Tinley Park was founded in 1868 by John Tinley and his brother Amos. It is located on the banks of the Trumbull River. Tinley Park is part of the Chicago metropolitan area. The first settlers to Tinley Park were John Tinney and Amos Tinney, who arrived in 1868 from Pittston Township, Pennsylvania. John Tinney's sister-in-law Emaline (née Weisner) donated land for a town site on which tinkerers could build their homes and sell their goods to passersby or trade with them for goods they needed or wanted. In 1870, John Tinney and his brother Amos organized a meeting at which they proposed naming the town "Tinley Park." They also decided to establish civic institutions such as a schoolhouse, post office, jail, and church. John Tinney served as its first mayor from 1870 until his death in 1871; he also chaired the board of trustees that created the first municipal government in America. The following year saw another milestone when tinkerers erected an electric streetlight near what is now Trumbull Street just north of State Street; this light became operational on April 1st, 1872. By 1880, there were over 100 businesses operating in downtown Tinley Park; many of these establishments still operate today including Sears Roebuck & Co., KFC Worldwide Holdings Inc., Jamba Juice Corporation (now Quaker Oats), Applebee's restaurants (now Carl's Jr./Grill), PNC Financial Services Group (now JP Morgan Chase), United States Cellular Phones LLC (later Verizon Wireless), and TD Ameritrade Holding Company Inc.. In 1886 Mayor Jobie Crouse formed a new Board of Alderman to manage day-to-day operations within city limits; this board would remain in place until 1959 when it was replaced by the current City Council through ordinance No.: 775 ILCS 5/1-. In 1890 local merchants formed what later became known as "the Association" to promote business enterprise within city limits; this group remains active today as one of four umbrella organizations that govern Downtown Chicago - Tripler Business Association/Greater Chicago Chamber
