At first it consisted of just over one hundred residents and was located on the west side of Chicago Avenue between State Street and Fullerton Boulevard. By 1901, Tinley Park had grown to include 4 square miles (10 km2). It became an incorporated municipality with a Mayor-Council form of government on November 3, 1902. Tinley Park annexed the neighboring villages of Humboldt and Maywood in 1927. In 1933–34 there were 535 businesses in Tinley Park with a payroll totaling $23 million; this number has since decreased to about 350 businesses with a payroll totaling only $8 million as of 2019. This decrease can be attributed to many factors such as suburbanization which results in less demand for skilled labor across Cook County while simultaneously reducing tax revenues that support local services such as education and infrastructure development. Another reason for the decline could be found in changes made by then-Governor Adlai Stevenson III who refused to renew two community grants which embittered residents against him politically years later when he ran for office again after leaving office as President George H.W. Tinley Park is one of two cities in Cook County and one of five cities in Chicago metropolitan area. The first settler in Tinley Park was John Beals who arrived on October 17, 1837. He named his homestead "Beale's Grove". The first post office in Tinley Park was established on April 15, 1847. It was called "New Lenox", but changed its name to "Tinley Park" on November 4, 1850 after Amos Tinley donated land for the new post office. The town growth started from scratch with only 6 residents living there at the time of incorporation on May 1, 1853. In 1865 Abraham Lincoln issued an Executive Order creating Township 7-A which included what is now Elmhurst and Tinley Park neighborhoods as well as sections of Roseland and Skokie. The order listed that all land within 2 miles (3 kilometers) of Soldier Field be annexed into township limits; this action created much controversy among those living east of Soldier Field who felt they were being left out while those west of Soldier Field received no benefits. On December 5, 1893 a fire destroyed most of what remains today's First Baptist Church building located just east of State Street in Elmhurst neighborhood which had been used by that church since 1892 when it was founded by Revs Tabbie Kapp and Rufus Kingston after their marriage license expired Apr 30th, 1890 at Highland Farms PresbyterianChurch (now Our Lady Queen Of Peace Catholic Church).
