Pope John Paul II made St.Charles an International City on July 15th 1994 through a bull "In Domino et Deus" (). This title has been conferred upon cities that have experienced significant growth or Economic Development since 1995 such as San Francisco Bay Area Rapid Transit District's Silicon Valley District () and Dallas/Fort Worth Metroplex (). On October 24th 2009 Mayor Rahm Emanuel announced that he would be making StCharles one of his " Priority Cities ". This means that approximately $160 million will be invested into infrastructure projects including new roads and bridges; redevelopment projects such as riverfront development; job creation; affordable housing initiatives; street upgrades; public safety enhancements etc.. This investment comes from Measure R – a bond measure passed by voters in 2006 which provides $145 million for various infrastructure projects across Cook County including StCharles Boulevard reconstruction from Roosevelt Road to Homan Avenue

Saint Charles, Illinois is a small town located in the extreme south-central portion of the United States. It was founded by French missionaries in 1809 and named for King Charles Xavier, who had been instrumental in helping to spread Christianity to North America. The town has retained its French culture and history throughout its history, even though it has become a largely Americanized community. The first European settlers in SaintCharles were Huguenots who fled religious persecution in France. In 1809, five Franciscan missionaries arrived in what is now SaintCharles and began preaching the gospel to local Native Americans. After two years of hard work, they had baptized more than 100 people and built three churches: one on the riverbank (now known as Church Street), one on First Street near present-day Park Ave., and one on Highways 61/64 just south of Interstate 66. It was not until 1830 that SaintCharles proper was formally incorporated as a village under the name of Chicago Heights. As Chicago grew rapidly following the Great Chicago Fire of 1871, more people started moving intoSaintCharles from nearby towns such as Maywood and Lawndale. However, many residents still spoke only French at home; this changed when Bishop Joseph Bernardin arrived from Paris with 4500 Catholic refugees in 1881 to lead St. Charles’s initial conversion efforts. At first Bernardin worked closely with his friend Mayor George Westfall of Wheeling, West Virginia; however, when Westfall ran for Governor of Illinois in 1882 he abandoned Catholicism entirely instead joining secularists camped out outside Springfield Armory). AlthoughSaintCharles experienced some growth during these early years (ecclesiastical buildings were erected on State Avenue and Randolph Road), most notably due to increased livestock production brought about by cheap land available close to water supplies Moderne architecture replaced traditional Native Indian style dwellings around this time - an event which directly impacted economic development withinStCharles over time Pope Leo XIII visited StChurchlesIn1892andexpandedtheChurchofCanadatoincludeSaintCatherineMissionsfieldonCanal+River Streetsnearpresent day Navy Pier) but overall conditions withinSt Charles deteriorated after Vatican recesses . In the late 1840s, the city of St. Charles was a small town of about 2,000 residents. It was located on the east side of St. Louis County and was considered part of the Missouri River Valley. By 1851, it had grown to over 9,000 residents and became an important commercial center in eastern Illinois. The city's growth led to its incorporation as a city in 1854. The population reached 25,000 by 1870; however, St. Charles' success declined after 1871 when railroads arrived in the area and fostered development elsewhere in Illinois. In 1902, St. Charles merged with neighboring town of Crystal City to form the current city of Crystal City-St.Charles
