On their way to hunt game, they were stopped by a group of Indians who demanded their rifles. Roemer refused to let them have them and he was killed as a result." In 1854, the first gun case in St. Charles was brought to light by members of a local rifle club. At that time, only rifles were available for sale and use in the town. The club president decided to sell one of these guns to James Hinton, who had moved into the town from neighboring Decatur. One of the earliest legal challenges against handguns came about when John Soper, an agriculturalist and member of the Illinois House of Representatives proposed a bill that would have made it illegal for any person over 21 years old to carry a handgun without a license. This proposal was successfully opposed by Mayor George Prentice and other members of the town council. After World War I ended, guns became more popular in St. Charles as many people transitioned from being farmers to becoming city dwellers. In 1925, Mayor Prentice passed another bill that allowed citizens 21 years or older to possess handguns with no permit needed. This law was repealed in 1957 after complaints from gun owners about how difficult it was TO get a permit. In 1978, Mayor Edwin Blackburn passed another bill which allowed citizens over 21 years old to possess handguns with a $100 fee plus an annual registration fee for each weapon purchased dating back to 1923 (the original ordinance). This law was repealed in 1984 after concerns about theft and instability within the community caused by high demand for permits and registrations among individuals over 21 years old without proper documentation (e.g., driver's licenses).

The town of St. Charles, Illinois was founded in 1827 by Reverend John Slocum and his wife Ann. The town quickly became a thriving agricultural community, thanks to its fertile soil and natural resources. In the 1840s, the Slocums developed a large plantation in what is today St. Charles County. The plantation produced crops such as cotton, corn, and sugar cane; also, it supplied slaves with food and shelter during their long journey from Africa. In 1847, the Slocums sold their plantation to Isaac Brockway for $1 million dollars. Over time, Brockway used the land for other purposes such as cattle ranching and manufacturing plants. By 1966, however, the area around St.Charles had become too valuable to be developed further and the town was abandoned. Today remnants of the old slave plantations can still be seen throughout downtown St.Charles.
St. Charles was founded by the French in 1763. It was named for General James St.Charles, an American general who fought in the French and Indian War. The town was first located on the east bank of the Missouri River, but it soon moved to its present location on the west side of the river. In 1812, St. Charles became a county seat of Cook County.
