St. Charles is a city in northern Illinois, United States. The population was 9,829 at the 2010 census. It is the county seat of Cook County and is one of the oldest cities in Illinois. Founded on December 14, 1809 by fur traders George Straight and John Peca, it became a town on December 17 of that year. The city had its firstelection November 3rd 1837 to select a board of commissioners to manage local affairs within its boundaries. The first mayor was James McNaught who served for two terms from 1839-1841 and again from 1845-1847. The original charter for St. Charles stated "that no man shall be taxed without representation." In 1830 the James McNaught House, now the McNaught Museum, was built in downtown StCharles as part of an effort to bring attention to what was then called "the northwest corner." At this time there were only three other towns in Cook County: Chicago, Peoria and Rockford (now Bloomington). In 1835 Congress passed an act which provided for township formation throughout Cook County when it was reorganized into federal territory under President Andrew Johnson following the Mexican–American War. On January 1st, 1836 StCharles became village status with a population of seventy five people according tosquadron paper records kept by Captain John Sutter during his explorations through central Illinois about 1840-1846 inclusive... incorporation proceedings were brought before both houses of Congress on February 4th but no action being taken until March 5th when Congressman Pryor filed written notice that he would not consent to incorporations pending further investigation into certain questions raised about some proposed incorporations including those affecting Trinity Church... A bill introduced into the United States Senate on March 6th by Senator Douglas offered $5ooo dollars towards organizing new villages within these limits if they presented satisfactory evidence that their location would promote agricultural production or commerce... Nothing came of this offer nor did any village form until after Lincoln's election victory over Stephen Aiken in November 1860 giving rise to speculation that Lincoln might appoint someone to investigated such applications... After extensive canvassing the citizens voted overwhelmingly (63%) against joining any new villages without better assurances that their location would promote agricultural production or commerce instead electing Jno Croll as their first Village President with responsibility for developing plans for operation

The first white settlement in St. Charles, Illinois was on the banks of the Des Plaines River in 1814. The area that is now St. Charles was part of what is now offer Township 5 south of the river. The township was organized on November 3, 1837, from portions of Knox and Cumberland townships. On January 1, 1838, a portion of Knox township east of the river was added to St.Charles as well. On May 29, 1840, a second white settler arrived in St.Charles when James Sutherlin erected his home at 2 Ferry Street. Mr. Sutherlin operated a general store and post office in this community until his death on October 12, 1840; he had already established himself as an early leader in this town and helped make it one of the most important areas in central Illinois during its early years. In 1851-1852 there were also two black settlers in St.-Charles: George Washington Washington (born about 1795) who worked as a farm laborer and householder with his father John Washington and Ebenezer Julius Sims (born about 1800), also known as “the colored man” or “colored boy” due to his color). These two men may have been among the first African American citizens to live permanently within the boundaries of present day St. Charles
