This building still stands today across from Central Park South off I-294 just north of Interstate 64 (now State Route 64). From this time until 1916 there were no changes made to our municipal organization as it had been done by Act Of Congress under Section 959(a) Of The Civil Code Of U S A That said on May 1st 1916 Mayor Dickson submitted his ordinance proposing annexation by City Council request being granted With Respect thereto . After careful consideration By both Councils we held two public hearings And after consulting with friends we came to a decision To Adopt An Ordinance Addressing This Matter Which We Referred To You As Your Honor . During World War II many military prisoners were incarcerated at Fort Snelling outside Minneapolis while their sentences were served inside Minnesota but because this occurred within state lines it did not fall within federal jurisdiction
