In 1795, President George Washington appointed John Adams as surveyor general for all Northwest Territory which included present day Springfield Township including what is now downtown Chicago. Adams was successful in creating a new town site on what is now Ashland Avenue near State Street so that future merchants could locate without fear of being Preempted by earlier settlers who had already established businesses there. In 1819, while serving as justice of peace for Cook County he recommended that Springfield be incorporated as a city because its location made it an ideal spot for commerce and industry due to its easy access to water supplies and railroads. On February 16, 1825–the first incorporation day in City History–Springfield became a municipal corporation with a population of 2,000 people! Like many other early American towns during this time period., Springfield suffered from two factors: 1) lack of education services available to residents; and 2) high taxes levied by corrupt officials (good examples being juries who acquitted criminals despite knowing they would receive large financial rewards). Despite these problems however, throughhard work by civic leaders such as Mayor James Kapp (1830-1836), Streets Department Superintendent John Phegley (1835-45), Boardman Veterinary Surgeon Drs Hennepin & Kinzie (1846-50), Treasurer Reuben Wiman (1851-55), insurance commissioner Amos Stowe (1856-58), Inspector General Israel Putnam (1859-62), Town Clerk Lorenzo Dowling (1863-68) and others local entrepreneurs founded various businesses including grocery stores/factories/churches/hotels etc… For much Of Albany’s 20th century life was grounded not only In OurPublic Square But ALSO IN Downtown Albany Which Was Once Known As “The Plaza”….. A Look Back At 100 Years Of Springfields Civic Development Many events from our civic development are still remembered today like When We Fought Union Troops In 1871…. Or When The City Built Its Own Fire Station JustoutsideDowntownIn 1907…..Or WHEN OUR CITY CAME OUT OF THE SINKING STREET POISONING scare Itself Back In 1995……………….. And TODAY we continue To Struggle With All sorts Of Problems But WE WILL NOT LET THAT INTEREST GET IN THE WAY OF OURCivic Development!!!!
