South Elgin, Illinois is a small city in Cook County, Illinois, United States. The population was 9,746 at the 2010 census. It is the county seat of Cook County and the second-largest city in Chicago metropolitan area. South Elgin was founded on November 3, 1847 by John Sutter and his family as Sutter's Fort No. 2. The city was originally named "Elgin" after Captain James K. Polk's home state of Ohio (now Kentucky). On February 16, 1852, Congress changed the name to "South Elgin" in order to avoid confusion with other cities in Cook County that had similar names such as Elmhurst and Glenview. The original site for South Elgin was a gravel pit near what is today southbound I-55 and eastbound Kankakee Street just north of Loop 610W. In 1865 local farmers petitioned the government to build a canal through their land which would allow them to sell produce directly to consumers outside of Chicago; this request was granted and construction began on the Canalway Extension in 1865-66. The canal transported goods from village gardens into downtown Chicago during its early years; However due to low traffic volumes it quickly became overwhelmed with traffic congestion and ceased operations in 1971 after more than 30 years of service. Today only a few feet of water remains above ground where once the canal bed connected Lake Michigan with Chicagoland waterways statewide As one result of high unemployment rates throughout much of late 20th century South Elgin experienced significant economic decline while remaining largely unincorporated until 1984 when it incorporated under its current name as part of then newly formed City Council District 1 following approval from then Mayor Tom Ryan . The village of South Elgin was chartered on April 25, 1847, by the Illinois General Assembly. It was named after the Battle of South Elgin in 1812, which occurred near this location. The original population of South Elgin was only a small group of fifty residents. By 1860, the village had grown to over one thousand residents. The growth in South Elgin led to the construction of a number of businesses and residences including a town hall, post office, and churches. In 1909, the first school building in SouthElgin was built. The village continued to grow until it reached its current size with over two thousand residents by 1970.
