In 1847, the Illinois General Assembly authorized a group of settlers to establish a town on the shoreline of Lake Michigan in what is now Shorewood. The first residents were primarily farmers and their families, but by 1850, there were also a few merchants and professionals living in the town. The town was originally named Waukegan after one of its original founders, Reverend John Waukegan. However, due to local opposition from citizens who felt that the name implied an affiliation with Chicago, it was changed to Shorewood in 1852. In 1858, the first post office was established in Shorewood and remained open until 1959. By 1860, Shorewood had a population of about 100 people. Theshorewood experienced some growth during the early years of its existence; in 1872 it had a school and two churches. But by 1880, most residents had moved away or been replaced by newer arrivals from Chicago or other nearby cities. From 1890 onward however, Shorewood's fortunes declined as waves of new immigrants arrived seeking opportunities in America's growing industrial revolution. In 1915-16 there was an outbreak of violence at a local lumberyard which led to mass arrests and general protest against high levels of crime fostered by organized labor among immigrant workers.
