As of 2013, there were no streets or blocks within the city limits that did not contain at least one building from at least one other municipality; this includes all but one block within Arlington Heights. The town grew rapidly during the 1840s and 1850s, with a population of 1,500 residents in 1856. In 1857, the Town Council voted to name the town after General James W. Sherman, who had been governor of Illinois at the time. In 1865, Shorewood experienced its first tornado outbreak when a group of males between the ages of 10 and 14 created an updraft that lifted trees and power lines near Main Street. A second tornado outbreak occurred in 1870; this time there were more fatalities as a result of injuries sustained from falling objects. In 1902, a new water tower was built on land adjacent to Main Street. This tower served as both a public Works Administration facility for local government services and also allowed for easier access to drinking water for shorewood residents. During World War II, Shorewood was one of several towns throughout Illinois that received military supplies through Project Shoestring. In 1945, shorewood's library opened its doors to the public following years of planning by Mayor Harry Fenton and Friends Committee member Mrs. Jessie Whitehurst-Fenton
