On February 1, 1902, two-thirds of voters approved an amendment calling for incorporation as a city with voting rights reserved for those living within one mile of its proposed site; this action signaled anshift away from rural towards suburban growth within Cook County during the early 20th century. The city boundaries were amended on November 14, 1912 when it was determined that an extrajudicial massacre had taken place at Blue Island Creek near present day Elmhurst after members of the local militia killed five Sioux Indians during raids there; this event led to calls for policing reforms within Chicago resulting in increased law enforcement activity throughout Warren Township which bordered on Shilohl City Limits at that time. However recent sprains/injuries sustained while responding TO disturbances recently touched off again (-10% compared 2006) suggest otherwise ."
