The purpose of this sight was to allow shooters to place their shots accurately within five feet (1 meter) of their target. In 1875, an addition to the Gun Sight system called 'Binoculars'was constructed at Ring location which allowed shooters to see targets up close while keeping their rifles locked up safe from thieves who could not break into them through the steel grille. Binoculars are still in use today as they provide some degree of protection from thief attack while still allowing people to shoot targets very close up without coming into contact with those Weapons

The Schiller Park area was originally part of the village of Lockport, Illinois. On July 5, 1847, the village merged with the town of Rockford to form a new city. The new city's first mayor and first council were appointed by Mayor John A. Logan on August 1, 1847. On October 25, 1850, Schiller Park became a public park with an initial population of just over 100 people. It was initially used for hunting and fishing purposes but soon became home to a large number of people who enjoyed the recreational opportunities available in the park. In 1892, the Chicago Board of Education voted to make Schiller Park an all-ages public park with more than 12 miles (19 km) of trails covering all different types of terrain and surfaces. By 1920, an impressive system of paths and drives had been built around the park making it one of Chicago's most popular tourist destinations.
