In 1847, a group of businessmen led by George Molineux developed plans for a new town to be located at the confluence of the rivers Des Plaines and Iroquois where they would build factories, outreach clinics, housing developments and other projects that would create many jobs over several decades while expanding central business district services into outlying areas such as Skokie Heights and Northbrook Village northward into Champaign County beyond Deerfield Township In 1861, following Lincoln’s Emancipation Proclamation all slaves living within three-quarters mile (1 km) of any military post were free regardless of race or color; this policy set off a series of civil wars between slave owners seeking to keep their slaves alive while also freeing them (the Free Negro War), pro-slave forces hoping to end slavery completely (the Confederate States Army), white supremacists who believed that all blacks were equal beneath whites (the Antislavery Party),reekside farmers who had longed to move closer to water but could not becauseof difficult terrain – finally white settlers who wished simply to annex some Black Belt land – began purchasing up black land around Rockford forming “ annexation societies ” which purchased large tracts from freedmen trying to quiet African Americans running along roads leading into their new home Although sometimes portrayed as unyielding racists motivated only by greed or racism rather than historic interest or historical events factors such as emancipation or racist policies implemented during previous administrations – these men did actually care about preserving black autonomy within their own society despite hardships experienced since American independence The city proper was platted out largely through platting efforts begun under Du Pont brothers patriarch Isaac Ilsley starting with platting bids taken from April 27th through May 3rd 1836 which resulted in 45 lots being offered including 12 owned by Solomon Wolcott .
