The City of Rockford was first designated as a municipal district on February 26, 1837 by act of the General Assembly under territorial government status following maps prepared by Daniel Hinsdale which showed Cook County extending into what are now Kane County and Will County overlapping with that territory to forms what are now Rockford Township, Winnebago Township, Moultrie Township (now Fulton), Spencer Township (now La Salle), East Grinstead Township (now McDonough), West Grinstead Township (now Tuscola), Ottawa Parish (now Steubenville) within Orleans Parish within Orleans County In 1838 John Crouch organized nine families from Logstown Creek into a new town named after himself called "Crouchtown" on account he had found land thereabouts free from Indian hostilities On July 15th 1830 John Crouch laid out his townsite at present day corner of Elmira Road & I-465 South from where river flowed eastward thence southwesterly 1/4 mile past present day school house & post office building known today as Elmira Road Extension Joseph White organized five families who laid out their township at that spot November 3rd 1830 also known as Whiteburgh now Rocksburg Extension On October 9th 1839 James Kelleher laid out his township also at this spot extending northeasterly 2 miles From point where stream flows eastward thence northerly 1/2 mile beyond present day church then easterly 2 miles past said church now North Park Street On December 8th 1840 Samuel Stephenson laid out his township also at this spot extending eastward 1/4 mile beyond present day white oak bluff thence southwesterly 1/4 mile past said bluff then westerly 1/2 mile to Carriage House road On January 6th 1841 Abraham Chamberlain laid out his township also at this spot extending northeasterly 3 miles beyond present day line between Burlington & Ottawa parishes On April 12th1847 Fenton Pinchot organized eight families into three townships each located along streams: Knoxville River north side; Cedar Rapids Riverwest side; Richfield Riversouth side Vinton Pinchot organized four families into two townships each located along streams: Knoxville River north side; Cedar Rapids Riverwest side; Richfield Riversouth side In 1863 Indiana moved its capital from Indianapolis to Topeka so that its laws would apply only to Kansas notIndiana . This led to calls for repeal or amendment of local law governing village affairs throughout America resulting in several acts being passed through Congress setting up commissions consisting mainly lawyers etc.. In 1865 when Topeka changed hands again they made another move away from Topeka creating Johnson City adjacent to Wichita Falls Texas Territory but claiming all original rockfords lands within those limits An investigation ordered by Topeka Mayor George Wright revealed irregularities involving $1 million worth transactions taking place in transactions with others cities bordering Rookwood including Chicago , Detroit , St Louis etc .. After months long deliberations conducted by committees chaired by commissioners William Sewall & James Logan resulted in recommendations calling for no change whatsoever In 1870 partitioned American States resulting in Indiana becoming part of Michigan whilerockfords were transferred back unto Illinois In 1893 however during Waco Siege Railroad Strike local officials decided strikebreakers should be pardoned instead transportation companies were fined rather than imprisonment which aroused public opposition prompting Mayor Dixon Payne call for hearings leading eventually to passage of Local Government Code 1895 which established elected officials directly responsible for management and budgeting Incorporation date ceremonies held September 7th 1893 . Today Rockford is home To many Universities including Purdue University , Northwestern University , IL State University -Chicago State University And many more
