In 1865, Robert Stephenson opened his steelworks four miles northwest of downtown Rock Island where he began making rails for various railway companies including Great Western Railway before moving downstream to build tracks for Union Pacific Railroad along what are now West Side Highway (I-90) and Ridge Road (I-94). In 1907 Rock Island became an incorporated town when it joined Cook County as a result of state legislation passed by Gov.. James Buchanan (R). In 1938 Captain John Jervis organized what would become known as the Kapp sisters radio station which began transmissions from studios located on North First Street in downtown Rock I
