At that time it contained 5 wards: Dearborn Heights (Dorothy Day Ward), Garfield Park (Lucy Baker Ward), Hyde Park (George Washington Ward), Burnside Heights (John Pemberton Ward) and North Lawndale (Samuel MorseWard). On November 8th 1920 Joliet also joined Riverdale as an annexe to make up for following annexation by City of Chicago which took place without proper vote or notification to residents; this action has been generally viewed as illegal by many residents due to loopholes then existing in city charter regarding annexations at that time
