This became known as Southwestern Mills and quickly became one of Kane County's largest mills with production reaching upwards of 6 million dollars per year by 1913 (it closed its doors in 1957). In 1916, when Kane County voters passed an ordinance allowing towns within its boundaries to form themselves into municipalities, Riverdale voted not to become a municipality but rather stay within Kane County under its original name - 'Southwestern Township'. In 1924, when Southwestern Township lost its charter following accusations that some members had accepted bribes from then-Mayor George Lawler in order to keep their township alive, Riverdale again voted not to join any municipality - this time feeling confident enough about itself that it instead chose to create its own police department under Police Chief George Kappeler (the first black detective in Kane County). In 1958, following years of litigation over zoning changes made by neighboring village Clinton which would have allowed for more subdivisions withinrivervale than had been allowed by then-Mayor John Stroger (who favored larger neighborhoods), Southwestern Township reincorporated as part of Rivervale - making it finally an official incorporated community within Riverdalethe second time around!
