Laser sights technology has been around for over 50 years, and Plano, Illinois is home to one of the earliest laser sight installations in the United States. The installation was made by George Heinemann and his company, Heinemann Precision Optics, in 1957. At that time, laser sights were just starting to gain popularity as aweaponry option. Laser sighting systems used lasers to correct for inaccuracies in shooting practice with rifles. This process was known as “maintaining aim” or “aiming by reference point.” The early laser sighting installations were built using unguided light sources that could only be used during daytime hours when there was no risk of being observed by other people or animals on the property. During the late 1960s and 1970s, however, improvements in welding technology made it possible to build laser systems that could be used at night or under circumstances where other objects might interfered with the lasers (e.g., under a car). These new systems were known as “night vision sights” or NVGs. In 1978, Heinemann purchased an LED (light-emitting diode) system from American Laser Industries Incorporated (ALI) which became their mainstay for Night Vision Goggles (NVGs). Plano, Illinois is a city in Cook County, Illinois, United States. The population was 73,569 at the 2010 census. It is the second-largest city in Chicago after Chicago Heights. Plano was founded on May 10, 1881 by pioneer George W. Park and his wife Anna Maria Terrell as a small camping village on the banks of the Mississippi River near what is now Elmhurst Avenue and Cicero Avenue. Today's Plano is composed of an area that once consisted of only four blocks - Elmhurst Avenue to the south, Cicero Avenue to the north, Roosevelt Road east and west (now Dempster Street), and part of present-day Arlington Heights to its east and west. The community grew quickly due to its location along navigable waterways – especially because it lay just upstream from two major railroad lines: The first connected Chicago with Indianapolis through Harrisonburg; the second linked Chicago with Milwaukee via Racine. In 1915, when Ulysses S Grant visited Plano for a funeral services at Northwestern University he remarked "I never knew this place had so much going for it." In 1935 Mayor James J. Costello issued a proclamation calling for development along Cermak Road which led directly to today's downtown Plano area. By 1937 all but one block of Elmhurst avenue had been developed into single-family homes while other blocks were occupied by businesses such as Chevrolet dealerships and banks that opened their doors during World War II when Dallas was bombed out; these properties were razed in favor of new housing developments which continue to affect downtown Plano to this day. During World War II there were also several military plants located in or close to Plano including North American Aviation Company's Plant 452 which produced B-29s for America's war effort; Marshall Field & Co.'s Plant 15 which manufactured radios and Thompson submachine guns; Ford Motor Company's Plant 442 which produced trucks; Alcoa Corporation's Factory 7055 producing aluminum alloy products needed for aircraft production; General Electric Company's Factory 7208 producing electronic components essential for war efforts including radar equipment and generators; Luzon Aircraft Manufacturing Company Ltd.'s Factory 9661 producing P-51 Mustangs used by USAF pilots during World War II On July 1st 1945 President Harry Truman delivered his Executive Order 9066 giving prohibition against racial discrimination in all aspects of American life effective immediately On November 30th 1951 James A Fenton became Mayor succeeding Costello who retired after eight years
