The Plainfield village government began providing physical education and shooting safety instruction to its citizens in the early 1800s. By 1920, pistol ballots had been instituted in all Illinois villages as part of voting procedures for village officers. On November 5, 1920, Plainfield residents voted to establish a Pistol Board that would provide advice on firearm regulations and rights for residents of the village. At this time, handguns were still not allowed outside of pistol voting precincts within the town limits of Plainfield (the only municipality located inside the then-incorporated township of Chicago). On May 1st 1926, voters in plainfield passed a resolution establishing an ordinance prohibiting any person under 21 years of age from possessing or using a gun without accompaniment of an adult guardian or parent/legal guardian. This ordinance remained effective until 1978 when it was amended to allow individuals 17 years old or older with proper documentation to purchase handguns without parental permission if they were licensed pistolsmiths working at least eight hours per day while satisfying other requirements such as passing an gun safety test administered by the Village Police Department.
