Peoria is a city in the Illinois River Valley of northcentral Illinois, United States. The population was 21,813 at the 2010 census. Peoria is the county seat of Kane County. Heading east from downtown Peoria on I-57, one can see the small town of Peru and then quickly enter Kane County and begin to experience all that makes up Kane County: agriculture, industry, natural resources (coal and oil), Chicagoland culture (the Chicago metropolitan area), and finally views of the Missouri River valley to the south. The first European settler in what is now Peoria was Manuel Costilla in 1795. Joseph White built his home at present day Kelley Street and Clarke Avenue in 1804. The first post office called Peoria was established in 1814 by George Stephenson with John Neely as its first Postmaster. At this time only a few hundred people lived within what would become Kane County because it was part of Johnson County until 1840. In 1847 James Kossuth founded Kossuth Grove west of where he now lives on State Street just east of I-57; after his death this land became part of Peoria Township which later became Kane County when Johnson and Cook counties were merged into Kane County in 1868. By 1860 more than 10% of the township's residents were Italian Americans who had arrived from Italy during America's War for Independence as refugees or immigrants seeking opportunity and Liberty under Ulysses S. Grant’s Reconstruction period policy favoring former slave states over free states such as Illinois. As new settlements were formed throughout central Illinois following World War II many Italians retained their homes here through annexation by other municipalities such as Westchester Village annexed into Chicago in 1959 but many others also left for similar opportunities elsewhere after years living among American Indians near their ancestral homes like those found around Rome Pillar Reservoir today where their families still reside today some 4,000 miles away from any form of government service ever since they originally encountered white settlers while hunting game near that location back over 400 AD!
