Peoria, IL (62011) is a city in Cook County, Illinois, United States. The population was 61,362 at the 2010 census. Peoria is the fifth-largest city in Illinois and the largest city of the Chicago metropolitan area. It lies on the east bank of the Chicago River, just south of downtown Chicago. The first European settlers in what is now Peoria were French Canadians who arrived c. 1763. The first housing development in what is now Peoria was called "Jardin des Plantes" because it housed plants from France's Jardin des Plantes garden near Monticello in Virginia. In 1873, General James K. Polk renamed Peoria for General John A. McClernand following his role as military governor of Illinois during that year's American Civil War and as general superintendent of public instruction for Illinois; also honored was McClernand's father, General William H., who had served as Lieutenant Governor of Illinois from 1821 to 1824 and had been elected president pro tempore of the United States Senate twice (1827 and 1830). In 1893–94, Mayor Charles Wicker built a new courthouse on Main Street which became one of America's most expensive buildings to construct at that time due to its innovative design by McKim, Mead & White Architects Limited. On November 3rd 1890 City Manager Arthur Pryor announced that all male citizens over 16 years old were required to enroll in local government through an organization he called "The Citizens' Committee". This marked an important change not only because it made possible voting but also got young men out into the community where they could learn about their rights and responsibilities under municipal government In 1898 during World War I when much of Europe was warring with Russia each side placed restrictions on food imports causing major shortages across much of North America cities such as New York City where bread riots erupted between grocery stores protesting low prices while people turned against their governments

Peoria is a city in the Illinois state capital of Springfield. The population was 103,651 at the 2010 census. It is the largest city in and the county seat of Peoria County. The area that now makes up Peoria was first settled by a group of Mennonites from Germany in 1839. In 1847, General John Fetterman founded an iron works here, which became one of Illinois' leading manufacturers after opening new plants in nearby Carbondale and Decatur. By 1860, when Peoria became a town, industry had eliminated most Ofland Creek's wetlands so that development around what is now City Hall Park stopped abruptly. In 1865, following Congressional approval of Abraham Lincoln's Emancipation Proclamation, more than 1 million black Americans – mostly slaves – were freed in Arkansas and Missouri through the Union army's Overthrow of Confederate rule during the American Civil War. This event helped spur economic growth in Illinois despite statewide opposition to slavery; by 1870 Peoria had become one of America's largest slaveholding jurisdictions with about 9% of all slaveowners living there (lower than any other northern state). A fire destroyed much business activity during 1871–72; however, this did not dampen enthusiasm for town growth or protect it from future setbacks. That year also saw Congress pass legislation authorizing public financing for local governments through a system known as "charter schools." As part as part funding these new institutions cameamorphoses both within Peoria itself and its adjacent townships into municipally run systems with their own police departments (though until recent decades all law enforcement functions were exercised by Springfield Township Police Department), fire departments (now included within City Hall Park), libraries (opened as City Library District No 2), as well as select gridlock-free services such as parks maintenance (). These changes led directly to an increase in population since municipalities could offer better services at lower costs while still benefiting from property tax revenues generated by businesses located within their boundaries
