Park Forest is a small community located in the far northwestern corner of Cook County, Illinois. Park Forest was platted in 1892, and became a village in 1893. The population of Park Forest was 1,821 at the 2000 census. The Village of Park Forest was created by an act of the General Assembly on March 3, 1893. The original plat for Park Forest included only one block (the site of present-day Second Street and Elmira Avenue) and four homes. In 1902, the Village increased its size by annexing other villages to its boundaries: Winnetka (to the south), Arlington Heights (to the east), and Mayfield Heights (to the north). In 1911, Park Forest voters passed a resolution proposing that a library be established in the village. On October 9th that year, Mayor Isaac Goudreau announced that work on constructing a library would begin immediately. The first branch of the Park Forest Library opened its doors on December 12th, 1912. It was not until 1945 that it was decided to rename the library after Mrs. Frances Willson Gilbert - who had supported democracy and social reform during her lifetime as well as being an important figure in downtown Chicago's early years. During World War II, much effort went into creating war-time industry within park forest; many factories were built near First Street and Elmira Avenue just outside of town limits while others were built inland around West Side Drive and Deer Path Road. Many businesses closed during wartime due to lack of customers or because they could not compete with wartime production from larger businesses elsewhere in Cook County

During the early 1980s, there were complaints about tax fraud by some Mayor Fenton associates which led to his resignation from office on November 3, 1981 after eighteen months as mayor; this followed another investigation into financial irregularities at city hall which also implicated several other city officials including two formermayors who were then impeached for corruption charges on September 26, 1982-January 3, 1983 (the same day that he resigned). The Village Board adopted an ordinance creating an ethics commission on January 7th 1984 to investigate any possible unethical behavior by village officials or residents during their time as mayors or members of boards/commissions/advisory committees related to services or programs offered through Village Hall; these investigations would eventually lead to eleven indictments being filed against seven individuals- sixMayor Fenton Associates and one employee of newly created Township Hall- FOR Tampering With evidence (four counts), obstructing justice (three counts), 2 counts Felony Conversion Of Property (one count), AND Bribery (two counts) - all stemming from investigations conducted by the ethics commission into possible malfeasance by village officials during their time as mayors or members of boards/commissions/advisory committees related to services or programs offered through Village Hall? On February 4th 1984 Mayor Emanuel announced his candidacy for re-election against incumbent John Cullerton Jr.; however politically motivated allegations surfaced soon afterwards alleging widespread graft within Emanuel's administration dating back many years before he came to office? Cullerton won easily with over seventy percent of the vote! A public inquiry into these matters subsequently ensued under new Mayor Ryan White but no prosecutions took place due largely to lackof evidence.?
