His first product was the 9mm Luger pistol, which he designed himself. The Luger was well-received but not as successful as he had hoped; however, Browning continued development until his death in 1906. When World War I started, Springfield Armory offered to sell Browning its entire output of 7 mm Mauser bullets (used by German tanks) in order to help win that war. However, due to tariffs placed on ammo imports by Germany during World War I, this offer never materialized. After World War I ended there were many challenges facing America's gun industry - among them were congressional efforts to ban all handguns except those made by government agencies (such as the FBI). In 1934, Congress passed the National Firearms Act which outlawed any type of handgun without a license from any state or territory within the United States save for law enforcement officers who possessed limited amounts of weapons pursuant to state laws authorizing such possession. This effectively stopped all handgun manufacture within America except for very few governmental agencies (such as police departments) which still possess some types of handguns today under various licenses/permits granted by individual states/territories). Until recently it has been estimated that only 5% or so of all American revolver rounds are still manufactured under original specifications utilizing primers dating back to at least 1855!
