Orland Park is a city in Cook County, Illinois, United States. The population was 21,746 at the 2010 census. It is the largest city in Kane County by population and third-largest municipality in Chicago metropolitan area. Orland Park was founded on November 3, 1887 by George H. Waring and his brother John Waring as a small community called "Waringtown". On December 1, 1888, Orland Park became a city with a population of 11 people. The first mayor of Orland Park was J.P. Morgan II who served from 1889 to 1893. In 1915, the city annexed the neighboring town of Arlington Heights which had a population of 9600 at that time. By 1920, Orland Park had grown to an estimated 30,000 residents and annexed the villages of North Aurora and South Aurora into its boundaries making it the largest municipality in Kane County by land size up until then. Orland Park experienced some large civic changes during World War II when women were allowed to serve in combat roles as officers or enlisted men began signing up for military service in larger numbers than ever before – eventually totaling over 100% female enrollment within the military throughout all three branches of government service (Army/Navy/Air Force) in 1945 alone! Postwar growth continued with annexations of other communities such as Westchester Village (1948), Oak Forest (1949), Lincolnwood (1951), Northbrook (1953) and Elmhurst (1959). In 1984, Mayor Harry Kelly appointed Dragan Zivkovic as City Manager after he won election to that position using an open seat following the resignation of previous manager Al Breen Jr.. From 1984-1996 there were six mayors with each serving two four-year terms; Kelly's second term was interruption due to ill health until he took office again on January 1st 1997 after being reelected unopposed via direct vote! As Mayor Zivkovic led Orland Park through various economic hard times including several years where tax revenues did not increase above inflation levels despite increased development within town limits due to state financial incentives - culminating with passage of legislation authored by then State Representative Bob Daley making special assessments against real estate values outside town limits for developers - much criticism came about from citizens concerned about possible abuse or misuse thereof during this type of raiding process known locally as " blagging ". However since taking office Zivkovic has made great strides forward reversing many former negative decisions while continuing to work collaboratively with other departments within City Hall towards common goals including increasing public safety while maintaining quality services; preserving historical properties while maximizing development potential; creating jobs and opportunities for local families; reducing crime rates while promoting safe travel options for all constituents; fostering village vibe thru community events & programming.; working hand-in-hand w/ neighbouring municipalities (& Federal agencies) responsible for governing Kane County
