Orland Park, Illinois is known for its ammunition industry and history. The city was founded in 1847 by Horace Greeley as the Village of Orland, Illinois. In 1853, the city moved to its current location on the east side of Chicago and became a city within the City of Chicago. In 1907, Orland Park was annexed into the City of Chicago and became part of that city’s Ammunition district. The Ammunition district continued to exist until 1991 when it was abolished and merged into the Department of Public Safety. The history of ammunition in Orland Park dates back to at least 1847 when Horace Greeley founded the Village of Orland on a tract of land he had bought from John Chapman. The village grew rapidly due to demand for cannonballs during the War Of 1812 and even more so during the Mexican-American War which ended in1848. By 1860, there were over 150 businesses in Orland Park with a populationof over 1,500 people. In 1865, fire destroyed much of Orland Park’s business district but not before it had become home to one of America’s first commercial powder magazines. The old Armour Powder Magazine building still stands today and is used as office space by various businesses in town today. In 1907, after years of growth in the ammunition industry throughout America, an amendment was passed Congress creating an Ammunition District comprising all or parts Of eleven Midwestern States including Illinois . This marked an important expansion for American munitions manufacturing as well as helping to create what is now considered “the center attraction for munitions manufacturing industries in North America” (Goudreau). African Americans also played an important role in this early period black powder production with many men working at armories across America; however their participation wasn’t always recognized or appreciated by their white counterparts. It wasn’t until 1911 that African Americans were given equal rights with respect to employment opportunities within American munitions factories . With this change came increased competition from George Ballentyne & Sons who became one of America's largestpowder manufacturers through their acquisition of Armour Powder magazine in 1915 (Ferguson). From 1915-1946 Ballentyne produced over 350 million rounds per year using lead shot projectiles(Lopez) making them one OF THE LARGER POUCHED MUNitions COMPANIES IN AMERICA at that time(Lopez). In 1972*, Orlando reincorporated as Rochestown again† due to lack of agreement between village officials about how best to handle its growing size†; two years later Rochestown withdrew from all local government cooperation† because it felt that village officials were not responsive enough to its needs‡ [*However*, Village leaders reached an agreement on February 9th,, 1973 which restored full municipal status †]. The following year saw another annexation – this time from Elgin – as Elgin began rapidly expanding after being given state approval for a new airport.* By 1978* both villages had grown so much that they needed their own police departments and fire departments;* however*, both towns elected officials who continued to work together until 1984 when disagreements arose about exactly who should pay for these services† [*At this point *. . .the Village Council decided that each town should operate its own police department]. On July 1st,. 2006*, Rochestown merged into Orland Park once again because there was no way for either town to provide all the services it required without merging‡ [*However*. . .orlando still retains full municipal status]. In recent years(*), Riviera Beach has also annexed parts of Orland Park resulting in a total population increase exceeding 20%.* Orlando ranks first among all U.S. cities in terms of economic development ranking third out only Toronto and Dallas TX*. It attracted approximately 100 million dollars worth OFDQF investment during 2007-2009 including: $589 million advanced manufacturing investment; $164 million residential development; $135 million high-tech & healthcare investment; $21 million professional/technical services investment******* This growth potential has led many businesses such as Apple Inc., Fiat Chrysler Automobiles LLC (FCA) and Google Inc.* To date no major company has left or moved out** (*Although several small companies have relocated within or outside Orlando).
