He directed City Architect Samuel Hynes to develop plans for renovation and expansion which would create a new district called "Today." As part of Todays redevelopment plan additional blocks off State Street were developed into an 8-block commercial center called "The Loop". This area served as headquarters for many local businesses until 1967 when it was replaced by nearby Congress Park after Interstate 90 was built adjacent to town square
