The first Europeans to arrive in what is now Normal were French fur traders who found trade routes through what is now Door County in 1812-1813. A group of men from Kingston, Ontario (now Toronto), led by James Kempton arrived at Normal on December 3rd 1833 during a severe winter storm that struck southern Illinois that year. Kempton called it "Kendrick’s Prairie" after his brother Scottish Settler John Kendrick who had also come overland during this same time period seeking new land to farm in what is today Wisconsin and Minnesota. Normal became a small village with only about sixty residents when it was incorporated as a town on October 12th 1834 by order of General David Dixon (). The first post office opened at Normal on October 25th 1835 under the name "Prairie Village". On February 14th 1840 an act was passed creating one hundred forty seven townships within Cook County which formed its present day structure; twenty nine Townships were located within Northwestern Cook County while thirty four Townships were located within Southern Cook County including Normal Township which was newly created from part of Northwestern Cook County on January 1st 1850 From 1865 until 1973 it was governed by a five member board elected at-large for staggered terms; however following passage of the Local Government Reorganization Act No 2 (3/15/1974) normal became subject to full governance by the Sangamon Valley Authority effective July 1st 1975 under current Mayor Dick Boylan ().
